The Award is meant to recognize an outstanding PhD thesis in Applied Mathematics that is defended at a Canadian university during the calendar year 2003. The award consists of a trophy, monetary prize, and a free society membership. The recipient of the award will be selected based on her/his innovative research contributions in an emerging area of applied or industrial mathematics. Eligible nominees should hold a permanent position within Canada or be a CAIMS*SCMAI member of at least four years standing. CAIMS*SCMAI will provide a travel allowance of $500. ------------------------------------------------------------------------------- ====== ITEM 5 ====== From: Samuel Shen Date: Sat, 06 Dec 2003 02:37:02 -0700 Update from the CAIMS*SCMAI representative to the CMS/SMC CMS Business Meetings, December 2003: Sam Shen attended the CMS executives meeting, the development group meeting, the board meeting, and the meeting of international committee. They were all held in Pan Pacific Hotel of Vancouver, December 4-5, 2003. At the board meeting he was the CAIMS representative when it came to the reports of other societies. At other times he was the CMS VP-West. CMS became an Associate Member of the ICIAM the past July and Sam Shen is now the official CMS representative to the ICIAM. Another piece of information is that CMS has intention to host the International Congress of Mathematicians (ICM) 2010 in Montreal. CMS is preparing a bid now. ------------------------------------------------------------------------------- ====== ITEM 6 ====== From: jack macki Date: Tue, 25 Nov 2003 08:50:59 -0700 November 25, 2003... After a chaotic summer spent dealing with our printing firm, CAMQ production is now moving smoothly ahead. We are still almost exactly one year behind, but things look good for getting caught up by midsummer, 2004. CAMQ 10-1 and 10-2 (2002) were mailed in October. CAMQ 10-3 went to the printer as of November 25--it should take about two weeks to get the hardcopies, and another week to mail. 10-4 is being proofed by authors. CAMQ 10-1 is based on papers from the Victoria meeting, and 10-2 is based on papers from Mike Lamoureux's PIMS Imaging Conference in Calgary. Both are really outstanding issues, and are quite large. CAMQ 10-3 and 10-4 are more conventional, and will be quite small--we cut the pages in volume 10 down to 500 from our usual 600 because of the high per-page cost of using the CMS for TeX editing. Starting with Volume 11 we will doing the TeX editing in Edmonton. Volume 11 (2003) will be almost entirely devoted to proceedings of the Butler Memorial Conference held in Edmonton in June of this year. ALL of these papers are currently being refereed, so things should move quickly, we may be able to mail out all of volume 11 by mid Spring. The Butler Conference organizers have put up more than $10,000 as a publication grant to CAMQ. This means that we are financially sound for the foreseeable future. We will be editing Volume 12 (2004) simultaneously, this is where our upcoming submitted and accepted papers will appear, and so we have a good shot at bringing our publication schedule up to date. We have begun to work with MITACS. As a start to this collaboration, we have a display at the Montreal meeting, and will be accepting some papers from the winners of a competition they are holding at that meeting. John Stockie is serving as liaison. I would greatly appreciate it if someone connected with the Fields and Montreal Institutes' Applied Mathematics Programs would step forward to begin a liaison. Early in the new year, we will be restructuring the editorial board in cooperation with the CAIMS Board of Directors. We are having a terrible time dealing with the U.S. Postal Service, does anyone out there have a clue what is going on south of the border? We are getting returns on mailouts to well-established jobbers (Blackwell, TIBUH) to whom we have been regularly sending our journal. One of our editors, Hal Smith at Arizona State, has not received his reprints and his editor's copy of our journal, which were mailed in early October, nor have they been returned to us. Previous mailings went through just fine. Ah well, nothing could be as frustrating as dealing with some authors: the individual who left Toronto to take a post-doc in the States, left his email account open (with no forwarding) at Toronto, but didn't bother checking it for months on end; the (male) author in New Zealand who took maternity leave and didn't check his email for several months; the well-known author in Pakistan who seems to have dropped out of sight... BUT, the journal is healthy and beginning to thrive--help us by recruiting first-rate papers! Note that our old email rigel@whatever is dead, the new email for camq is camq@math.ualberta.ca. CAIMS*SCMAI Human Rights Committee, Gail Wolkowicz, Chair Ken Jackson Sue Ann Campbell ******************************* Dear/cher(e) Colleagues, As the CMS Human Rights Officer, I would like to call your attention to the case of Prof. Yury Bandazhevsky, who is considered a prisoner of conscience by Amnesty International. Any action you can take, such as writing a letter or signing one of several online petitions, may be helpful. Here is some background: Professor Yury Bandazhevsky, a scientist specializing in nuclear medicine and citizen of Belarus, has spent much of his career focusing on the effects of the 1986 Chernobyl nuclear reactor explosion. His research into the effects of the radioactive fallout on people living in Belarus led to his publishing a report critical of the official research being conducted into the Chernobyl incident, which he claimed had not produced any significant scientific findings. Soon after the report was published, he was arrested on "anti-terrorism" charges. Although he was released conditionally in December 1999, new charges of corruption were brought against him. Following an allegedly unfair trial, he was convicted in June 2001 of accepting bribes from students seeking admission to the Gomel Medical Institute, of which he is the former rector. Expert witnesses who attended the trial have noted at least 8 infringements of the Belarussian Criminal Code and the main prosecution witness had retracted his statement against Pr. Bandazhevsky. Pr. Bandazhevsky is currently jailed in a penal colony with harsh conditions. Professor Bandazhevsky adamantly denied the charges against him, and expressed fear that he had been targeted by the state authorities on account of his scientific research into the Chernobyl incident and his open criticism of the state authorities. Amnesty International considers Yury Bandazhevsky to be a prisoner of conscience, who has been sentenced to eight years in prison for exercising his right to freedom of expression. The main purpose of the planning is to make science and technology development balanced with the economic development and to make science and technology as a major supporting power for the sustainable growth of China's economy. The planning is directed by the State Council and is led by Premier Wen Jiabo, and the Ministry of Science and Technology is coordinating the planning. CAIMS*SCMAI past president, Sam Shen, was invited to speak at the International Forum held in the Great Hall of People, Beijing, on Nov 13-14. The other delegate from Canada was Dr. Gilbert Normand, Secretary of State (Science, Research and Development). Several minister-level officials from developed countries and 14 outstanding overseas Chinese scientists were invited to speak. Premier Wen Jiabo spent an hour with the speakers. Topics of the conference will be the use of mathematical models in different areas of biology, especially ecology (including epidemic spread) cell population dynamics (including immunology, tumour growth) and molecular biology (including molecular evolution and genetics, genomics). NOTICE: NEW PAPER SUBMISSION PROCEDURE! As in the years before papers presented at the CNS*04 meeting can be published as a paper in a special issue of the journal Neurocomputing and in a proceedings book. Authors who would like to see their CNS*04 presentation published will have to submit a COMPLETE manuscript for review during this call (deadline January 19, 2004). You will also have the option to instead submit an extended summary but this cannot be included in the journal. Both types of submissions will be reviewed but full manuscripts will get back reviewers' comments and will have to be revised with final submission shortly after the meeting. The decision of who gets to speak at the conference is independent of the type of submission, both full manuscripts and extended summaries qualify. More details on the review process can be found below. Papers can include experimental, model-based, as well as more abstract theoretical approaches to understanding neurobiological computation. We especially encourage papers that mix experimental and theoretical studies. We also accept papers that describe new technical approaches to theoretical and experimental issues in computational neuroscience or relevant software packages. PAPER SUBMISSION The paper submission procedure is again completely electronic this year. Papers for the meeting can be submitted ONLY through the web site at http://www.neuroinf.org/CNS.shtml Papers can be submitted either as a full manuscript to be published in the journal Neurocomputing (max 6 typeset pages) or as an extended summary (1 to 6 pages). You will need to submit both kinds of papers in pdf format and the 100 word abstract as text. You will also need to select two categories which describe your paper and which will guide the selection of reviewers. All submissions will be acknowledged by email generated by the neuroinf.org web robot (may be considered junk mail by a spam filter) THE REVIEW PROCESS All submitted papers will be first reviewed by the program committee. Papers will be judged and accepted for the meeting based on the clarity with which the work is described and the biological relevance of the research. For this reason authors should be careful to make the connection to biology clear. We reject only a small fraction of the papers (~ 5%) and this usually based on absence of biological relevance (e.g. pure machine learning). We will notify authors of meeting acceptance before begin March. The second stage of review involves evaluation by two independent reviewers of full manuscripts submitted to the journal Neurocomputing (all) and those extended summaries which requested an oral presentation. Full manuscripts will be reviewed as real journal publications: each paper will have an action editor and two independent reviewers. The paper may be rejected for publication if it contains no novel content or is considered to contain grave errors. We hope that this will apply to a small number of papers only but we also need to respect a limit of maximum 200 published papers which may enforce more strict criteria. Paper rejection at this stage does not exclude poster presentation at the meeting itself as we assume that these authors will benefit from the feedback they can receive at the meeting. Accepted papers will receive comments for improvements and corrections from the reviewers. Submissions of the revised papers will be due in August. Criteria for selection as an oral presentation include perceived quality, the novelty of the research and the diversity and coherence of the overall program. To ensure diversity, those who have given talks in the recent past will not be selected and multiple oral presentations from the same lab will be discouraged. All accepted papers not selected for oral talks as well as papers explicitly submitted as poster presentations will be included in one of three evening poster sessions. Authors will be notified of the presentation format of their papers by begin of May.
